Of unknown parentage, Taran Baltanis was raised in an orphanage operated under the supervision of the Sisters of Eve. Raised under their tutelage, Taran grew up acutely-attuned to the social dynamics and principles of the Gallente Federation and its democratic values. Intellectually-gifted but never a particularly good student, Taran nevertheless gained admission to the University of Caille upon completion of the elementary testing sequence mandated of all Gallente citizens.

Having studied communications, diplomacy, and starship piloting/maintenance during his prolonged career at the University of Caille (students typically graduate in 4-5 years; Taran graduated after 9 years of study), Taran was approached by CONCORD agents looking to recruit trained communicators - particularly those of Intaki descent - to serve as field agents in information-gathering roles throughout standard space. It is unknown whether or not Taran accepted CONCORD's offer.

What is known is that shortly thereafter, Taran became a capsuleer and undertook private contract missions for the Federation Navy and other Gallente-aligned agencies and rented a residence at the Federation Navy station in Algogille. It is also known that he was recruited by the Special Information Service as its agent-at-large in Gallente-Caldari border space.
